Support to show the tooltip when tapping on the scatter segment path

Support to show the tooltip when tapping on the segment path in FastScatterBitmapSeries and ScatterSeries. 

In current implementation, we form the rectangle portion on the rendered segment and detect the tooltip on the rectangle. Need to provide support to show tooltip when touch the exact rendering path of segment.
