Inserted Text Annotation not exporting properly

I've included a basic PDF with a few annotations.  I'm having trouble with an inserted text annotation.  If you look at the pdf on the first page after Encoded Data there's a blue annotation where I inserted text.  When I export annotations, the data for this annotation doesn't show.  There is no way to get the value of that annotation.  Is this a bug?
