To provide gesture detection support for tooltip builder

Current behavior - When placing user interaction widgets inside the tooltip builder, the gestures will not be detected on interaction.


Proposed behavior - Need to provide gesture detection support for the tooltip builder if any user interaction widgets are rendered using the builder.
