Provide the support to prevent the mouse wheel zooming in PDF Viewer

To provide the support to prevent the CTRL+Mouse wheel zoom in PDF Viewer. We have a plan to expose the Boolean property (i.n enableMouseWheelZoom). Based on a Boolean property we can prevent the ctrl + mouse wheel from zooming in PDF Viewer.
