Issue: NumericTextBox with localization in German language does not work the decimal separator comma.

Replication procedure:

1. Run the attached sample.

2. English locale is working and accepting the point as a decimal separator, for example Freight=1.23.

3. Switch the culture to Germen language

4. Type the value with comma and focus out. If we try to insert Freight 1,23 it will end in 123,00
