Emtpy list with Min PM and Max AM

Hi,
if I set Min in 9 PM and Max in 1 AM, with/without step, the allowed time list is empty, even with 24h time format from 21 to 01.
With a 60 minutes step, I'm expecting to see:
9:00 PM - 10:00 PM - 11:00 PM - 00:00 AM - 01:00 AM

21:00 - 22:00 - 23:00 - 00:00 - 01:00
