Add ability to have horizontal scroll bar at top and bottom of grid when height = 100%

Hello,

I recently re-replied to an older forum post regarding being able to add a horizontal scrollbar to the top of the grid, but I haven't heard any reply in almost a week. The post is here:

Please read both the original post and the reply I made a few days ago regarding our requirements for how the scroll bar must work (we cannot have a fixed height div on the page).
