DocumentEditor does not display the text formatting properties panel for a table within the header

In previous versions e.g. 18.3.0.53, when there is a table inside a header it was possible to display the table text panel as shown in the following figure.

I have promoted to version 19.1.0.57 and now it is not possible to set the table text formatting inside a header.

How can I fix this?
