TimePicker popup not get opened in mobile mode

When click on the time icon, the popup gets opened and hide immediately before select time. The issue reported inside dialog component and we able to replicate inside editform as well and outside of it in rare cases.

Replication procedure:


1. Run the above sample

2. Open in emulator mode.

3. Click on Timepicker either inside dialog/editform.

4. Click SfTimePicker's popup icon and Time popup show and hide right away.
