Provide support to create taskbar by drag and drop action

Scenario: Have start and end dates as empty

Allow for users to click and drag inside the Gantt area

The implementation should wait till the user has let go of the mouse so that there aren’t many events raised that affect performance

Tablet will be Tap and hold and we need to ensure this also
