Cells are getting highlighted even if no value for conditional formatting is applied

1. Select group of cells containing numerical values
2. Click on Conditional formatting > Highlight cell rules > Greater than
Empty



3. Click OK button, without providing any data
Empty




Expected Result : Cells should not get highlighted by default color
Actual Result : Selected cells gets highlighted
