Performance issue occurs while opening FilterpopUp when bound to large number of records

Reproduce steps

1. Run the sample.
2. Click on the filter icon inName column to open the Filer popup

Expected behavior : Checkedlistbox Items in the filter popup should be loaded without any delay.

Observed behavior: Takes more time to load the Checkedlistbox Items in the filter popup.
