Conditional Formatting doesn't work when range selected from down to up/left to right

I can see that CF doesn't work when user selects cells in reverse, so instead of starting on B4 and dragging to F4, he starts from F4 and drags to B4, or same with A5 to A1(doesn't work) instead of A1 to A5(works).
