"no records found" getting displayed even though dropdown list is populated

  1. select any cell
  2. click on data validation
  3. select list and add dropdown values
  4. click on the down arrow to view the drop down items
Expected result : should not display "no records found", it should display list immediately or show some spinner
Actual result : system display the message 
"no records found" 
for a fraction of seconds and getting vanished
