Doc can still be edited via accept/reject changes when Restrict Editing (Readonly) is enabled

I was able to replicate this on the JS Document Editor demo page.

  1. Start a document.
  2. Add a comment.
  3. Enable change tracking.
  4. Make a pending change for accept/reject.
  5. Enable "Restrict Edit" > "Read only"
  6. Within the document, click on the comment we added earlier
  7. A panel appears with the comment in it. Notice there is a tab for "CHANGES"
  8. In the "CHANGES" tab you can accept/reject pending changes with Restrict Edit enabled.
