Provision to customize the scale range of y axis

Currently the scale range of primary y axis in pivot chart will be calculated based on point values. But it couldn’t be customized/set in sample level. So, need to provide an option to set the minimum and maximum scale ranges of primary y axis. It should be supported for all the available chart types.
