Memory leak issue in DropDownList observable collection

Replication procedure: 

1. Initially index page is loaded with empty. Now, take snapshot

2. Navigate to Counter page and take snapshot and compare to 1st snapshot. It will show control as +4. Since 4 dropdownlist component is rendered in Counter page.

3. Now, again navigate to index page, take snapshot and compare to 2nd Snapshot.

4. Actual: Count is 0.

5. Expected: Count should be -4.
