Provide support for Time Interval property in Appointment Drag and Drop in SfSchedule

when you drag the appointment for example App start 10:00, now when you drag the result is:

10:01 after 10:02 after  10:03 after  10:04 after  10:05 after  10:06 after  10:07 after  10:07 

if you use it in touch is difficult to set appointment to 10:15

I want that the change hour step is snapped to  schedule.TimeInterval property 

in previous sample with schedule.TimeInterval = 15 minuters the step is:

10:15 after 10:30 after  10:45 after  11:00 after  11:15 after  11:30 after  11:45
