onActualRangeChanged not called for not visible axis

I want to change the range of the Y axis for the column chart in this picture when I zoom and pan, however, I don't want to actually show the axis values on the left as in the picture, to change the range dynamically I'm using the onActualRangeChanged callback, but if the axis is not visible it isn't called.
