Server-side creation and rendering of chart

We require functionality to fully create and render a chart on the server side. The purpose for this is to have the ability to create a chart graphic on the server side that can be then streamed as an image response.  The chart currently only renders on a web browser client.  We need to be able to create server-side chart for services that will not involve a web client as the requestor.
