Consistent rounding of decimal places for Percentage Complete

At present, the Percentage Complete rounding works differently depending on where it's accessed by a User. 

- In the Percentage column, or when using the slider on a Task, the percentage is locked to whole number and shows with 0 decimal points. 

- In the Edit Task button, any number of decimal places can be entered for the Progress, but it will only show to 2 decimal places. (When exposed to show on the task itself, it shows all entered decimal points). 

It would be best if entry was at least locked to whole numbers.
