Provide calendar week rules option in Blazor Scheduler

Provide week number feature with different options as in MS Outlook. Currently, we have only one option - 'First Day Of Year'

in our Scheduler

Additionally, provide the following options to customize it.

  • First four day week of the year
  • First full week of the year

The feature helps to show the correct week number based on the first day of the week.
