Chart series are plotted wrongly for specific localization Completed

Thousand and decimal separators of numbers will be differed based on localization/culture. For example,

es-ES	Dot	Comma	12.500,55

In OlapChart, other than the culture format of “en-US“, its series will be plotted wrongly. Because, it always takes the format of “en-US“ which affects the value of a number.
