Option to customize the review pane(Comments and Revisions(track changes))

Add a property in Document editor settings that allow the users to choose whether the comments and revisions (track changes) should be displayed in same pane or separate pane. Now both comments and track changes are displayed in a common pane with 2 tabs respectively.
Option to show the comments and track changes panes even if number of comments or track changes are zero. Now if the number of comments or track changes is zero for the current document respective pane is hidden.
