Fixed height support for Dashboard Layout component for both initial rendering and window resizing scenario

On resizing the browser window, width and height of the Dashboard Layout panel (same width and height is set for each panel) will decreases to adapt to the current screen dimension. Currently, we have no support to maintain the same height for the dashboard panels on window resize. 

We need to provide the fixed height support for Dashboard Layout component on the initial rendering and window resizing scenario.
