Ensure enable comments and track changes options

Issue 1:

Hide comment options in track changes pane when enableComment is false


  1. Set enable comment as false.
  2. Now, open track changes pane.
  3. Comments tab is visible

Issue 2:

Also, check enableTrackChanges property to disable track changes actions.
