Provide option to prevent toast notification from hiding in mobile device

When any touch interactions take place inside the SfToast, hides it by default. Consider this scenario in the SfToast and provide the option to prevent from hiding.

For more details,

  1. Run the below sample.
  2. Open the console and switch to mobile mode(Chrome).
  3. Now resize the chart component grippers at the bottom.
  4. The toast will be closed.
