Localization not working (German) - can't enter comma in numerictextbox

The coma key not able to enter the German culture in the numeric textbox component.

Replication procedure:

1. Run the sample in the 18.4.30 version.

2. Navigate the DatePickerFeature page in the application.

3. Change the culture to German using a culture switcher.

4. Now edit the numeric value as 12,30

5. See the issue

Expected: the value should able to enter the comma key.

Output: the comma key is not able to enter into the component.
