Provide the table cell merge support in Vue Rich Text Editor

Provide the "table cell merge" functionality support in the existing table feature. We need to enable the row and column merge option in table QuickToolbar.

Also need to ensure the table insert columns and rows works properly and need to ensure the resize of the columns and rows works properly.
