Maintain order of tab items when selecting an item from popup

Need to prevent the changing of tab items order when selecting an item from popup overflow mode

Reproduce steps. 

1. Change to popup mode.
2. Click Select Xamarin button.(works).
3. Click Select C# button.(works).
4. Click Select JAVA button.(not works).
