Provide support to enable scroll gesture in cartesian chart when user interactions are enabled

Provide support to enable scroll gesture in the cartesian chart when user interactions are enabled. Also, provide support to prevent gesture detector in chart when positioned inside other clickable widget, for example, when chart is positioned in the clickable card widget, then tap/click function on the card will have to work.
