Could you please provide the ruler component with below requirements.

1. The ruler can be rendered either horizontally or vertically.

2. Marker option to update the current cursor point.

3. Option to update scale value of the ruler.

4. Update the tick values dynamically.

5. Option to provide the start and end value of the ruler
