Provision to set customize zooming in pivot chart in code-behind

Currently, the zoom factor and zoom position to pivot chart can be set dynamically using chartLoad event. It couldn't be achieved by setting it initially on framing the report. So, need to provide support to set the above option in the initial report. As per the behavior, the zoom factor and zoom position can be changed dynamically by the existing event in other platforms. So need to provide support in blazor too.
