sfdatagrid filter popup window

Hello, 

I've found an issue with the sfdatagrid filter popup window.  When I click on the filter icon the popup that appears is blank.  It has only OK and Cancel buttons, nothing else.  

I've attached a zip file.  Inside this zip file is a simple winforms application which demonstrates this issue.  If you compile/run it, and click the filter icon, it will display normally.  Close the window and change the target framework from 4.6 to 4.7/4.8.  Recompile and execute and now when you click on the filter icon, the popup is blank.  

The filter popup is always blank unless the target framework is 4.6

Inside the zip file is also a screenshot I took showing the blank filter popup.
