setCulture do not have effect

When using @syncfusion/ej2-base v18.2.59 along with @syncfusion/ej2-vue-pivotview v18.2.58, setting culture globally with setCulture('fr') does not produce any effect.

Culture is still the fallback 'us'.

Switching back to

@syncfusion/ej2-base v18.2.57 resolves

the issue.
