Support for axis label alignment in LineAnnotation

Support for axis label alignment in HorizontalLineAnnotation and VerticalLineAnnotation. Currently, axis label in 

HorizontalLineAnnotation and VerticalLineAnnotation is shown with center alignment as per below screenshot.

Current behavior:

Empty


Need to implement the axis label alignment for left, right and center.

Right alignment:

Empty
