Move panels only through the header portion of the panel

Hi,

    I want to put a map component inside a panel. So what happens is when I drag inside the map(to explore the map), the whole panel moves. The map consumes about 90% of the panel height and I've kept 10% space for the header of the map. So I want to only allow dragging through this header portion and not through the map. Is this possible?
