Track Changes - restricted editing does not prevent accepting/declining updates

Editing a document should not be possible in restricted areas. By accepting or declining a tracked change, a user can edit a readonly document, or in general any area of the document, even the restricted ones.

Please consider fixing by preventing a user from accepting/declining those tracked changes that occurred in restricted areas where that user has no permission to write.
