Add support for showing a range of numbers with a start/end point

Since a picture is worth 1000 words, here's a quick one showing a range of numbers (from 1.8 to 6.7) being represented on a bullet chart, which is something I would like to be able to do.

Bonus points for adding support for callouts too. I showed them above the chart, but they could potentially be added in several different places, for example "inline" with the horizontal line. Maybe there could be some parameters that let the user decide where to place them.
