Need to show blank row at the bottom of Tree Grid

If the user opens the Tree Grid for the first time, there should be an empty row available for them to begin populating so they can progressively add Tasks to the Grid.

If the Users opens a Tree Grid with Tasks already within the grid, there will ALWAYS be an empty row at the bottom of the list for them to be able to populate to add Tasks to the Grid.
