Support to lock the comments of the annotations

Support to lock the comments of the annotations in the PDF Viewer.

Note:
need to manage permissions for comments. Either IsLock so it makes it read-only without an option to edit/delete a specific comment but for a sure reply to it should be possible.
I need this cause I allow multiple users to access the same document with its comments. I need user A to comment on user B and restrict him from editing or deleting comments of user B.
