Revision pane enabled on selection when track changes is disabled

If the track change is disabled, a user should be able to edit the document without track change pane even when the edited area is selected or clicked on.


Expected behavior: 

- When the track change is disabled, clicking around or selecting changes should not show the track changes pane.

- when the track change is enabled, selecting changes or clicking the changes should show the track changes pane with all the other changes in the document.
