Setting Heading 4 has no effect on preview

When setting a section of text to a style of "Heading 4", the text gets styled the same as the text around it. The actual code does get set as <h4>, it's just not displaying in the WYSIWYG preview. This can be easily replicated by creating a paragraph of text, highlighting a portion of it and then setting the style to "Heading 4".
