Support for error handling in Chart control

The Chart control actually shows only generic console script errors. So need to implement an event that returns information about the errors to be clearly conveyed to the customers in order to fix them.

Also need to provide the same support for Accumulation chart, RangeNavigator, progressbar and stockchart too.

For example:

Type of an API should be "string" but the customer gave "int" value by mistake. In such cases, the Control will not render and in console, only generic messages are displayed need to provide valid error messages.
