Need to provide support for predecessor lag similar to MS Project

1. Currently, while dragging the taskbar we update predecessor offset. But in MS project, offset value is not updated in predecessor column

2. When offset is included in predecessor column, the value should be considered as minimum start date. So that, the taskbar is restricted to drag less than that value, but can be dragged greater than that value(offset should not be updated).
