Trackball Tooltip issue introduced in version 18.1.0.59?

I was trying out the blazor trackball sample with version 18.1.0.59.

There seems to be an issue with the tooltip where the icon (circle) was not displaying correctly.

So I tried reverting to version 18.1.0.52 and the issue doesn't exist there.  

I didn't try other versions so the issue may have been introduced in another?
