expandAll toggles row state instead of affecting all rows

Setting the expandAll property to either true or false will only toggle each row's state instead of doing a full expand or collapse on all rows.

Please see https://stackblitz.com/edit/angular-ugad6c for an example. To see the bug in action, expand the first row then click on the toggle button in the toolbar. You will see the first row collapse and the rest expand. I would not consider this to be expected behavior.
