Import and export annotations in XFDF format in Blazor PDF Viewer

Allow for PdfViewer ExportAnnotations to export in JSON format compatible with the Blazor version of PdfViewer.

I want to sync annotations between a Blazor app and a Xamarin app.  This is not possible because the formats are different.
