Expose an API to set chart border width in decimal

We have a property called LineWeight in the IChartBorder interface to set the line width of chart elements. Currently, we can set only three types of line weights since LineWeight is given as Enum. We have to expose a new API to set the line weight in decimal, similar to Microsoft Excel.
