Setting the Cancel property of IMapPanEventArgs in an OnPan event handler does not cancel the panning

I've tried it a few different ways and the panning operation still completes when setting IMapPanEventArgs.Cancel to true. I assume that it should not perform the actual pan and leave the map where it is.


I have tried this in both Chrome and Safari, latest versions.

My ultimate goal is to be able to restrict viewing of the map to only a certain range of Lat/Long values, maybe there is another way to accomplish this goal?
